When reviewing your DBA coverage needs, there are a number of DBA cost-reduction
strategies to consider. In this article we look at one of a number of
ways to save: the applicability of Waivers of DBA coverage for Third Country
and Local Nationals (TCNs and LNs) that are working under your contract.
Waivers are issued as a cost-saving benefit to the U.S. Government (USG) and/or
government contractors and issued when employees have been provided an
alternative workers’ compensation coverage.
Conformance with local WC law is typically less expensive than DBA coverage, and the USG is
not obligated to reimburse the cost of local WC coverage to the contractor. If
no local “workers’ compensation” coverage is purchased, then DBA is
still required for those employees.
